Causes:

First, sanction is lax.

Second, some people just have the desire to drive fast.

Solution:

First, punishment should be tougher, backed up by high-technology.

Second, more intense campaign should be addressed to drivers, followed by facilities for racing where these people can satisfy their hunger for speed.
